AIIMS Releases Guidelines for 200-Point Roster Creation and Seat Allocation for Institutional Preferential Candidates

New Delhi: The All India Institute of Medical Sciences (AIIMS) has released guidelines and principles for the 200-point roster creation and seat allocation for all AIIMS PG seats concerning Institutional Preferential (IP) candidates for INI CET July 2024.

According to the guidelines, for admission to IP seats in each AIIMS, a candidate must have studied and obtained an MBBS degree from the same AIIMS and meet the eligibility criteria for unreserved (UR) candidates for seat allotment. IP and PWBD candidates will also be eligible for UR seats or seats within their respective reservation categories, based on merit, if they qualify and meet the eligibility criteria for those seats.

Guidelines/Principles

  1. A maximum of 50% of MBBS seats at the respective AIIMS will be available as IP seats, provided that this number does not exceed 50% of the total UR seats (excluding MDS seats) for that institution.
  2. MBBS seats at the respective AIIMS will be determined as the number of MBBS seats at entry in the batch that most recently completed their MBBS (including internship)
  3. For the current INICET July 2024 Session, the number of seats for MBBS from the 2018 batch at the respective AIIMS will be considered for the calculation of IP seats and IP percentage for AIIMS.
  4. AIIMS, where the MBBS course was not started in 2018, will not have any IP seats available for the INI-CET PG July 2024 session.
  5. The availability of seats for each subject category (excluding IP), including PWBD, has been published based on the roster maintained by each AIIMS according to applicable constitutional reservations for different categories.
  6. All 6-year DM/MCh seats will be treated as unreserved (UR) seats.

Allocation of Seats:

  1. The 200 roster points are used solely for determining IP seats and the sequence of seat allocation based on merit within each respective category, including IP. They do not determine the constitutional reservation percentage. Constitutional reservation percentages are separately ensured for each department, subject, or specialty at participating AIIMS/INIs based on available seats.
  2.  Seat allocation will follow the merits of candidates at each roster point and will adhere to applicable rules and procedures, starting from the first roster point for each AIIMS in the first round.
  3.  In subsequent rounds of seat allocation, the roster will start from the point where the first seat becomes vacant from the previous round. Roster points where candidates have confirmed admission will not be considered for allocation in subsequent rounds.
  4.  At each roster point, candidates from the reservation category of that point will be considered for seat allocation based on merit.
  5.  Candidates will be allotted seats based on their highest available choice in their respective category for that institution.
  6.  When a candidate is considered for seat allocation against a reserved category roster point, they will only be considered for seats earmarked for that reserved category. However, if a candidate considered for allocation at a reserved roster point is also the highest-ranking candidate in the overall UR merit at that point, they may also be considered for the allocation of available UR seats. If their highest choice is available in both the UR category and their reserved category, they will be allotted the UR seat as a Meritorious Reserved Candidate, provided they are eligible for a UR seat.
  7.  If a candidate who is allotted a reserved category or IP seat at a roster point designated for a reserved category or IP subsequently receives a higher preference seat in the UR category based on their UR merit, they will be allotted the higher preference seat, and the previously held seat will be vacated.
  8.  A PWBD (Persons with Benchmark Disabilities) reservation is considered a horizontal reservation. PWBD candidates will only be considered for seats within their respective reservation categories (e.g., PWBD-UR, PWBD-OBC, PWBD-EWS, PWBD-SC, and PWBD-ST).
  9.  PWBD seats will be filled based on merit and constitutional reservations. If no PWBD candidates are available or opt for available PWBD seats, those seats will be added to their respective reservation category without a PWBD reservation.
  10.  If no IP candidate is available or opts to take a seat at an IP roster point, it will be converted to a UR roster point.
  11.  Any unfilled seats will be converted as follows in the open round (if any):
       EWS seats to UR.
       OBC seats to UR.
       ST seats to SC, and if still unfilled, to UR.

However, AIIMS New Delhi reserves the right to apply or modify these rules at the discretion of the Director, AIIMS, New Delhi. Any disputes regarding seat allocation fall under the jurisdiction of the courts in Delhi.
